In 2001, a team of researchers from the Hubert H. Humphrey Institute of Public Affairs' State and Local Policy Program (SLPP) began the Sustainable Technologies Applied Research (STAR) program to build upon SLPP's previous research on the relationships between advanced transportation technologies, economic development, the environment, and overall community sustainability. Since the program's inception, STAR researchers have investigated sustainable transportation technologies by systematically examining the impacts of intelligent transportation systems and telecommunications along five dimensions: spatial location, community design, accessibility, network performance, and productivity.
