Lee Munnich is the director of the Policy & Planning Program.

Policy & Planning for ITS is a federally funded research program designed to equip transportation and infrastructure professionals with the technological tools to address congestion and other system challenges in the coming years. Coordinated by the State and Local Policy Program (SLPP), it combines the expertise of the Humphrey Institute's Regional Policy and Planning Cluster (where SLPP is located) and the Intelligent Transportation Systems (ITS) Institute with the practical experience of state and local governments and their private partners.

The program has a goal of investigating and proposing policies that can take advantage of the increased presence of technology in the planning of transportation and related infrastructure. The work includes analysis of skills and challenges related to planning and managing regional and local transportation and infrastructure systems from a technological (IT/ITS) perspective, including identification of opportunities for training, both for continuing professionals and those seeking graduate degrees in the field.
