Tom Horan specializes in the development and deployment of advanced information technologies and policies, including intelligent transportation systems and advanced telecommunications systems. He has led a number of studies and consultations on the design and deployment of digital and sustainable communities. Horan’s current projects include the Sustainable Technologies Applied Research (STAR) TEA-21 project, for which he is conducting case study analyses of wireless systems in Minnesota with a focus on emergency medical services and rural applications.

Horan holds a master’s and doctorate degree from the Claremont Graduate School. Prior to joining Claremont Graduate University, he was a senior fellow at George Mason University and a senior analyst at the U.S. General Accounting Office.
